Google Rolls Out Developer Verification for Android Sideloaded Apps

On Monday, March 30, 2026, Google launched its Android developer verification feature for both the “Android Developer Console,” a management tool for app developers, and the “Google Play Console,” used for app publishing.

This newly introduced developer verification feature is the practical implementation of the recently announced stricter identity verification requirements for developers of “sideloaded” apps. According to Google, apps installed via APK files—commonly known as “sideloaded apps”—contain over 90 times more malware compared to those on Google Play. The rollout of this verification feature is intended to protect users from the threats posed by malware hidden within these sideloaded apps.

Developers who distribute apps outside of Google Play can now create an account on the Android Developer Console to perform the verification. Meanwhile, developers already using the Google Play Console who have completed the developer verification requirements will be considered identity-verified, and their existing apps will basically be registered as verified automatically.

Furthermore, the Android developer verification feature will be integrated into “Android Studio” within the next two months. This will allow developers to check their app’s registration status directly within Android Studio when generating signed App Bundles or APKs.

The introduction of this Android developer verification feature will be implemented in phases to minimize the impact on users and the developer ecosystem. Restrictions on installing unverified apps for users are scheduled to begin gradually in the latter half of 2026.

The main schedule for this rollout is as follows:

  • April 2026: The “Android Developer Verifier” tool begins appearing within Android’s “System Services” settings.
  • June 2026: Early access begins for “Limited Distribution Accounts,” designed for hobbyist developers and students to share apps with up to 20 devices without needing government-issued ID.
  • August 2026:
    • “Limited Distribution Accounts” roll out globally.
    • An “Advanced Flow” for power users to install unverified sideloaded apps launches globally.
  • Wednesday, September 30, 2026: In Brazil, Indonesia, Singapore, and Thailand, it becomes mandatory for apps installed or updated on certified Android devices to be registered by a verified developer. Unregistered apps will only be installable via ADB (Android Debug Bridge) or the “Advanced Flow.”
  • 2027 and beyond: These requirements will be expanded worldwide.
