On Friday, December 19, 2025, Google began rolling out a software update for 12 devices sold in Japan—including the Pixel 8a, Pixel 8, Pixel 8 Pro, Pixel 9a, Pixel 9, Pixel 9 Pro, Pixel 9 Pro XL, Pixel 9 Pro Fold, Pixel 10, Pixel 10 Pro, Pixel 10 Pro XL, and Pixel 10 Pro Fold—to comply with the “Smartphone Software Competition Act,” which was enforced on Thursday, December 18, 2025, by the Japan Fair Trade Commission.
This software update for the Pixel 8, Pixel 9, and Pixel 10 series is a special Japanese version of the second December 2025 monthly update. This second update was confirmed to be rolling out around the same time as the initial December 2, 2025, update that included the “Android 16 QPR2” OS minor update. According to Verizon, the second December update addresses three main issues: faster-than-usual battery drain, display touch issues specifically affecting the Pixel 10 series, and access issues to locally stored content when upgrading from Android 14 to Android 16 QPR2. For the Japanese versions of these devices, the update also includes compliance with the “Smartphone Software Competition Act.”
Then, on Monday, December 22, 2025, SoftBank updated the release details for the December 2025 monthly software update (which included “Android 16 QPR2”) that was originally released on Tuesday, December 2, 2025, for the Pixel 6a, Pixel 6, Pixel 6 Pro, Pixel 7, Pixel 7 Pro, and Pixel Fold. The revision adds information regarding compliance with the “Smartphone Software Competition Act.”
Specifically, this involves support for a “Choice Screen” to select a default browser and search engine. It appears that the December 2025 monthly software update for the Japanese versions of the Pixel 6a, Pixel 6, Pixel 6 Pro, Pixel 7, Pixel 7 Pro, and Pixel Fold already included support for the free choice of browsers and search engines as required by the act. As a result, users will now see a choice screen for their browser and search engine preferences.
Presumably, the Google Pixel Tablet has also complied with the “Smartphone Software Competition Act” via its December 2025 monthly software update.

While the Japanese versions of the Pixel 8a, 8, 8 Pro, 9a, 9, 9 Pro, 9 Pro XL, 9 Pro Fold, 10, 10 Pro, 10 Pro XL, and 10 Pro Fold became compliant through the second December update released on December 19, the Pixel 6a, 6, 6 Pro, 7, 7 Pro, and Fold were already made compliant via the initial December 2 update. While the reasoning behind this discrepancy in timing is unclear, any Japanese Google Pixel device from the Pixel 6 series onwards running the latest software is now compliant with the “Smartphone Software Competition Act.” Notably, the Pixel 7a has yet to receive its December 2025 monthly update.
